Not a lot you can do at times other than wait it out.
I can remember back in 1974 we had a bad one on the Central Coast NSW.

Here on the
Gold Coast ........ just waiting. We live on a decent
hill , but the poor buggers in low areas must be worried.
Bunnings and supermarkets selling out of everything , so a fair bit of unnecessary panic happening. So far it's a Category 2 , so not huge . Plenty of rain no doubt.
If the intensity increases ......... all bets off !!

Cat 2 isn't too bad as you said that's for cyclone regions but for
places that don't usually get them it can be a different story altogether with the wind not letting up for hours and hours in one direction only to go the opposite direction to add to the damage especially when so many carports awnings etc etc have a lower wind rating. Also it only takes 100mm of rain to create havoc in Bris vegas this will open some eyes if they get the predicted amounts
Storm surge is another big issue that can cause irreparable damage to coastal areas when the sand gets shifted away. People would be crazy to stay if they live in a low lying coastal area not worth the risk you never know what can happen. There are so many buildings right on
the beach fronts at risk.

I'm also on the
Gold Coast about 10km West of
the beach in the hinterland . Starting to receive high wind guts that a bending the tops of tree's and it hasn't started as yet.
