That's correct to my knowledge as
well. There's no legal beach driving from south of
Sydney in NSW all the way down to and through all of Victoria. You have to go to South Australia where beach driving didn't require a permit last I was there. North of
Sydney and through Queensland has wonderful beach driving but usually requires permits.
