Anyone know if you can get fuel in Merredin at the present with the power outage

Now we have NBN which is light signals converted to electrical signals to hear voice, IF there is no power, then the NBN phones back up batteries in most
places will be flat and NO PHONES, Don't rely on a phone to get info. It might work, then again it might not!
UHF might get some results!

If you can not phone them, then that will probably give you the answer. Use Petrol Spy to get the phone numbers and work your way across the road to find out which areas have power.
