You are referring to actual
campsite bookings, but are you aware that they have also recently introduce a separate fee to actually enter many/all Territory Parks? This only applies to non residents, or if you can't supply proof of residency.
Note:
Kakadu is a totally separate system and fee setup. This is administered by Parks Australia in conjunction with the local aboriginal custodians.
We're local and even we don't know what is happening for sure Territory matters. We were out at
Litchfield Park a week after it supposedly started and there wasn't anyone challenging interstate vehicle drivers where we went as to whether they had a Pass to enter Territory Parks. As to camping bookings, I believe that they are currently advertising for
Camp Hosts for various sites, but as to their authority to administer site bookings I have no idea.
Just like other jurisdictions, the Territory Govt introduced the online system despite some local objections from people pointing out the pitfalls that happened elsewhere, and just like other
places, our Govt thinks they can do it better (unlikely).
