There is a software package I have to use that accepts ONLY OziExplorer compatible maps and I have no idea how to make this happen. I have the OSM files for the region I need to map but I have absolutely no idea how to convert them to OziExplorer's format. Any ideas?

See if
THIS helps you out. You should then be able to save it as an Oziexplorer compatible map.

The GPS Babel website says the program cannot convert maps. It only converts things that can go onto maps, like POIs, waypoints, tracks etc.

You haven't mentioned what format the OSM maps are in, or the target format (.ecw?). Having that info might help others to help you.
Even googling "convert osm to ecw" or similar might give you the answer.

Hello - I use this
Mobile Atlas Creator
You cant convert existing maps but you can just load up OSM as the mapsource and it will creat a ozi compatible png file + calibration file for the area you select. If you need to you can then convert to OZF (ozi specific format) format using this
img2ozf program
Bit of a learning curve involved but the programs are all pretty simple.
Cheers
