Info on small holes in the ground

Just wondering if anyone can tell me what sort of critter makes these holes? spotted these up around the Lake Giles area in WA

Possibly Dawsons Burrowing Bee, they build their burrows close together in clay pans resulting in something similar to that shown in the picture.

It is a flying thing, because if it was an ant the outer sides of the cone would be trampled and smoothed, whereas these holes are only smoothed by contact from above and seem to be fanned on the upper surfaces only, outer sides left as the grains fell and remain untouched.

And isn't this a wonderful resource! To find out such a thing so easily! We get bees burrowing into the ground here too but they make a different sort of hole. Cheers
